Emergency Ambulance Service

Our team of healthcare professionals shares a commitment to arriving on the scene of a medical emergency – fast. The Heartland EMS paramedics respond to emergency calls to private residents, nursing homes, assisted living facilities and businesses on a daily basis. At Heartland EMS our only job is health care and we do it well. Emergency medical services (EMS) has become recognized as a health care specialty and Heartland has been on the forefront leading the way as the field of emergency medical care has changed. When you call Heartland EMS the paramedic response includes:

  • an extensive assortment of emergency-specific drugs for adults and children;
  • a cardiac monitor that can identify heart problems by looking at the heart 12 different ways;
  • an on-board portable lab that can obtain blood gases and general chemistry labs on a patient before arriving at the hospital; and
  • an on-board ventilator that can provide Bi-PAP and CPAP during transport.

Paramedics with Heartland EMS maintain various endorsements attesting to their clinical effectiveness including:

  • Basic Cardiac Life Support (BCLS)
  • Advanced Cardiac Life Support (ACLS)
  • Pediatric Advanced Life Support (PALS)
  • Advanced Pediatric Life Support (APLS)
  • Pre-Hospital Trauma Life Support (PHTLS)
  • Neonatal Resuscitation Provider (NRP)
  • Advanced Burn Life Support (ABLS)

Heartland EMS is only one of two ambulance services in the State of Iowa that can perform field laboratory studies prior to reaching the hospital. The Centers for Medicare & Medicaid Services has approved Heartland EMS as an independent laboratory for moderate complexity testing and has issued a Certificate of Accreditation. Heartland EMS is also accredited through COLA (Commission on Lab Accreditation). The ability of completing routine chemistry and hematology lab studies in the field is extremely valuable in the care and treatment of ill patients.

Tier Response – Assisting Outlying EMS Services
Heartland EMS will also tier respond (meet up) with a rural ambulance service coming towards a Dubuque hospital to provide advanced life support if the patient that is being transported requires this level of care. Tiering up with services from Iowa, Illinois and Wisconsin in these situations allows for a team approach to patient care which heightens the rural services capabilities and the care that is available to outlying communities.

Non-Emergency Ambulance Service

Non-emergency ambulance service is generally provided to those that are not having an acute emergency but for some reason is unable to be transported by other means. Delicate conditions require delicate care. The Heartland team is trained to properly handle individuals with fragile bones or disabled limbs. We provide steady emotional support with physical care readily at hand.

NOTE: A physician certification statement is required by Medicare to assist in the qualification of this service.

Ambulette Service

The ambulette service is for people that do not meet the medical necessity requirement for an ambulance but would be better transported on an ambulance cot. This stretcher service provides transport for people that cannot sit up in a wheelchair in order to use the shuttle service nor do they meet the Medicare requirements for an ambulance transport. A basic life support ambulance is used. Fees are not billable to insurance companies.

Fees: $75.00 in Dubuque
$75.00 plus $3.00 per loaded mile outside of Dubuque

Shuttle Transport Program

The alternative transportation shuttle van program is available for those that can walk; walk with assistance; or who uses a wheelchair. The van is used daily for:

• hospital discharges
• doctor appointments
• rehabilitation treatment
• dialysis treatment
• occupational health care
• other regular medical treatments

The shuttle is ADA and DOT compliant and has a rear door Braun fully automatic mount lift and a low side step for easy access. Climate control, lighting and tented windows provide a comfortable environment. The shuttle program is not billable to insurance companies. Riders are charged a nominal fee based on miles traveled. A family member, friend or caregiver can accompany a rider free of charge.

Fees: 0-5 miles $9.00
  6-10 miles $14.00
  11-15 miles $19.00
  Over 15 miles $1.65/loaded mile

Heartland EMS reserves the right to refuse shuttle transport when a patient’s condition would be better cared for in an ambulance.

Inter-Facility Transport Program

Anxiety is high when a loved one becomes acutely ill or injured. This anxiety is compounded when the loved one or friend needs services not available in Dubuque or in an area community hospital. How is that person going to be transported and how are they going to be cared for are common concerns.

The inter-facility transport program at Heartland EMS transports those who require basic care to those that need the sophistication, technology and staff requiring critical care. In prior years, a patient would be placed in the back of a local ambulance and a nurse may accompany the patient. Most local ambulances are not equipped for long-distance transports and the staff is not trained in the long-term care of those injured and ill.

Today patients are routinely transported from outlying community hospitals to Dubuque and from the Dubuque hospitals to tertiary care centers and specialized rehabilitation centers when needed. Heartland EMS has connected patients and families to hospitals and treatment centers in Iowa City, Madison, Rockford, Chicago, Quad Cities, Cedar Rapids, Rochester and the Twin Cities to mention a few.

The inter-facility basic and advanced life support ambulance program utilizes one caregiver and a driver. The ambulance is equipped and appropriately staffed to meet the needs of the patient during the transport.

The inter-facility critical care program utilizes a team approach to patient care in which there are two caregivers with the patient and a driver. At least one of the caregivers is a critical care paramedic. Sophisticated equipment that monitors the patient, portable lab equipment, and a transport ventilator has placed Heartland EMS to the forefront of transport services in the region.

Critical Care Paramedics with Heartland EMS received their education and training at the Emergency Medical Services Learning Resources Center (EMSLRC) at the University of Iowa Hospitals & Clinics. After completing the training at Iowa City and obtaining their state endorsement as Critical Care Paramedics the staff is required to take the Certified Flight Paramedic exam that is administered by the Board of Critical Care Transport Paramedic Certification to assure that their knowledge and skill base meets that which is expected of those transporting and caring for critically ill and injured patients on the national level.
